European Telecom Leaders Pursue Joint Bid for Mobile Satellite Spectrum

Joint Exploration of Mobile Satellite Spectrum

On October 19, Deutsche Telekom, Orange, Telefonica and Vodafone announced that they will explore a joint bid for the upcoming European allocation of spectrum dedicated to mobile satellite services (MSS). The four network operators issued a joint statement indicating that the collaboration aims to secure spectrum rights that can support universal coverage in underserved regions and enhance the resilience of public communications networks.

Purpose and Planned Infrastructure

The companies said the partnership will focus on establishing key ground-based infrastructure across Europe, as well as coordination and control functions necessary for operating MSS services. By pooling resources, the operators intend to meet growing customer demand for reliable connectivity in remote or disaster-prone areas, and to protect critical communications that depend on uninterrupted service.

Partnership Structure and Satellite Constellation

According to the joint announcement, the consortium will not invest directly in a satellite constellation. Instead, a separate satellite partner—still to be selected—will provide the orbital assets required for the service. The operators emphasized that the letter of intent to explore the bid does not replace any existing satellite partnerships each company may already hold.

Implications for European Connectivity

If successful, the joint bid could create a coordinated European MSS framework that complements terrestrial mobile networks, potentially reducing coverage gaps in rural and mountainous zones. The initiative also signals a broader industry trend toward collaborative approaches for securing spectrum and building shared infrastructure, which may influence future regulatory decisions on satellite communications in the region.
