History

Historical Context

In 1998, the United Kingdom sentenced 10-year-old Robert Thompson and Jon Venables for the murder of 8-year-old James Bulger, shocking the nation. The Home Office reported that the case involved two children and prompted a £1 million investment in youth-violence prevention programs. Today, Greater Manchester Police arrested two 14-year-old suspects after a stabbing in the Arndale Centre, echoing the earlier alarm over juvenile aggression and the need for intervention. The recurrence suggests that without sustained funding and community outreach, England may continue to confront knife attacks among minors, pressuring policymakers to revisit the 1998 reforms.
