History

Historical Context

In 1971 the Supreme Court’s 5-4 decision in Citizens to Preserve Overton Park v. Volpe required “hard-look” review of agency actions, halting a proposed Interstate 40 highway through Memphis’s Overton Park. That precedent guides today’s dispute over tree removal at Washington’s East Potomac Golf Links, where President Donald Trump, Judge Ana C. Reyes and Attorney General Stanley Woodward clash over federal land approvals.
