Summary

Storm Adam Devastates

The storm is expected to cost millions of euros, hitting agriculture and forcing small businesses to close.
Climate scientists warn that warming Mediterranean waters increase atmospheric moisture, making storms like Adam more intense.
Critics say decades of unchecked urban expansion into riverbeds and dry ravines amplified flood damage.
The regional government lifted confinement in eight municipalities but kept shelters open for displaced residents.

History

Historical Context

Severe flooding has long plagued the Guadalquivir basin, and Spain’s memory of the 1957 Valencia flood—where at least 81 people died—spurred the 1961 Plan Sur law to tighten zoning and drainage. Today, Storm Adam threatens Andalusia’s low-lying plains, reviving concerns that historic flood control measures still lag behind rapid urban expansion.
