History

Historical Context

The 1994 Hebron massacre, when Baruch Goldstein killed 29 Palestinians, sparked international condemnation and intensified scrutiny of settler militancy. The United Nations condemned the attack, Israel’s Supreme Court ordered 100 security officers reassigned, and the U.S. State Department froze $5 million in aid. Today, the October 2026 surge of over 530 settler incidents, logged by Yesh Din and noted by U.S. Secretary Marco Rubio, echoes aggression after Goldstein’s rampage. The legacy of that violence pressures defense and police leaders, Lt-Gen. Eyal Zamir and Minister Israel Katz, to reshape security protocols under international pressure.
