Funding relies on private/project financing with no upfront Lebanese public-budget expenditure.

History

Historical Context

After the 1991 Gulf War prompted Qatar to host the U.S.-built Al Udeid Air Base—completed in 1996 at a cost exceeding $1 billion and now supporting roughly 10,000 personnel—the emir Sheikh Saoud bin Abdulrahman Al Thani has launched a new defence hub for air-defence, drones and cyber security. Simultaneously, QatarEnergy’s 20-year LNG deal supplies Lebanon’s 825 MW power scheme, reinforcing the long-standing security-energy partnership.
