History

Historical Context

In April 1968, after Martin Luther King Jr.’s assassination, President Lyndon B. Johnson invoked the Insurrection Act and deployed about 11,850 federal troops and 1,750 D.C. National Guard members, while Mayor Walter Washington imposed a curfew to end four days of rioting in Washington, D.C. The 2025-2026 Guard deployment to shut Café 8 repeats that pattern, showing a reliance on thousands of troops to control urban violence.
