History

Historical Context

The 1994 Rwandan genocide, sparked by the assassination of President Habyarimana, killed hundreds of thousands and drove massive Hutu refugee flows into Uganda, where UN-run camps later became bases for cross-border militia attacks. From 1996 onward Rwanda launched offensives against those camps, prompting retaliatory incursions that have repeatedly strained Uganda-Rwanda ties, a pattern echoed by the 2015 reparations Rwanda paid Uganda for border damage.
