History

Historical Context

The 1996 Dunblane school massacre, which killed 16 children and a teacher, prompted the Cullen Report and led Prime Minister John Major’s government to pass the Firearms (Amendment) Act 1997, banning handguns in England, Scotland and Wales. Yet a Nottinghamshire police officer was shot with a sawn-off shotgun on Angel Row, showing illegal guns remain a danger.
