History

Historical Context

The 2005 Help America Vote Act, passed after the 2000 Florida recount, mandated nationwide early-voting standards and required states to post signage and extend hours. The Federal Election Commission reported that 44 states added 1,200 early-voting sites, boosting voter access by 12 % and cutting average wait times by 15 minutes. Today, Minneapolis Mayor Jacob Frey’s 12 pop-up sites, Chicago’s 50-ward rollout, and Texas’s Oct. 19-30 early-voting window echo HAVA’s push for broader precinct access. These expansions aim to boost turnout ahead of the Nov 3, 2026 midterms, continuing the post-2000 effort to reduce disenfranchisement and may influence legislation on voting accessibility.
