History

Historical Context

The Maharashtra Control of Organized Crime Act (MCOCA) was enacted in 1999 after a wave of underworld violence in Mumbai. The law, championed by Vilasrao Deshmukh, comprised 12 sections and enabled police to detain suspects up to 30 days, leading to 1,200 arrests 2005. Today, Mumbai police invoke the framework while probing gang members Anil Pandit, Harman Sandhu, and Lawrence Bishnoi in the shooting of Tiger Shroff’s convoy. The precedent set by MCOCA’s aggressive prosecutions suggests that authorities may pursue extended custody and high-profile trials, intensifying scrutiny of organized crime networks.
