Historical Context

The Narcotic Drugs and Psychotropic Substances Act, enacted on 14 Nov 1985, bans production, possession and trafficking of all narcotics nationwide. It established the Narcotics Control Bureau in March 1986, enabling the Coast Guard and Customs to intercept shipments such as the recent Nagapattinam seizure of 137 kg meth. The 2014 amendment removed the mandatory death penalty, permitting up to 30 years imprisonment for repeat offenders.
