History

Historical Context

The Arctic Council, created by the 1996 Ottawa Declaration after the 1991 Arctic Environmental Protection Strategy, brought together Canada, Denmark, Finland, Iceland, Norway, Russia, Sweden and the United States to coordinate research and environmental protection. Building on that multilateral model, the EU’s 2026 Arctic strategy earmarks €260 million for aircraft and icebreakers and €200 million for a Greenland-Europe submarine cable, signaling continued joint financing of Arctic security.
