History

Historical Context

Japan entered the Rugby World Cup in 1991, beating Zimbabwe 52-8, but suffered a 145-17 loss to New Zealand in the 1995 tournament in South Africa, a defeat that stalled Japanese rugby development. The 1995 event, the last with only 16 teams before the 1999 expansion to 20, highlighted the growing gap between Tier-One and Tier-Two nations, prompting later reforms.
