History

Historical Context

The 1992 Babri Masjid demolition in Ayodhya, which ignited nationwide communal riots, forced the Indian government to overhaul national security protocols. A 1993 Delhi Police review recorded deployment of 12,000 officers and installation of 150 metal detectors at public venues, marking the first large-scale preventive sweep. Similarly, on October 20, 2026, Prime Minister Narendra Modi attended Dussehra festivities while 10,000 police, 2,500 security personnel, and scanners guarded Vikas Marg, NH-24, and the IP Extension venue. The 1992 precedent thus sustains India’s reliance on extensive pre-emptive policing for mass gatherings, shaping future policy decisions and public safety expectations.
