History

Historical Context

The 1993 Oslo I Accord, signed in September 1993, marked the first direct Israeli-Palestinian agreement mediated by the United States. U.S. President Bill Clinton, Israeli Prime Minister Yitzhak Rabin, and PLO Chairman Yasser Arafat signed the declaration, which pledged $10 billion in aid and security cooperation. Similarly, in October 2026, U.S. envoy Steve Witkoff met Ukrainian President Volodymyr Zelenskyy in Oslo to draft a comprehensive peace framework for Russia. The Oslo precedent shows high-level talks can yield security guarantees, but the 1993 experience warned fragile accords may collapse without sustained international enforcement.
