History

Historical Context

Turkey and Qatar began formal defense cooperation in July 2002 with a training and arms-sales pact, followed by a 2007 industry agreement and a 2011 $120 million equipment sale that included the first Turkish drones in 2012. These early deals created a joint-procurement framework that the 2026 Badr Memorandum expands, adding Pakistan and Indonesia to a bloc that could reshape regional arms markets.
