History

Historical Context

Stephen Lawrence’s 1993 murder prompted Home Secretary Jack Straw to order a public inquiry in 1997, chaired by Sir William Macpherson. The 1999 Macpherson Report declared the Metropolitan Police institutionally racist and issued 70 reform recommendations, later influencing the 2005 repeal of double jeopardy. Devon and Cornwall Police’s 2024 CCTV request in a Plymouth murder echoes that demand for community evidence.
