History

Historical Context

In July 1994 the UN Security Council adopted Resolution 940, authorizing Operation Uphold Democracy to restore President Jean-Bertrand Aristide after the 1991 coup. The mission began on 19 September 1994, deploying about 20,000 U.S. troops to secure Port-au-Prince. That precedent informs today’s alarm as Salvadoran aviation technicians vanished near the capital, prompting President Nayib Bukele’s rescue pledge and U.S. Ambassador Mike Waltz’s optimism they survived.
