History

Historical Context

The 1999 exposure of the LAPD’s Rampart CRASH unit revealed misconduct by more than 70 officers, overturned 106 convictions and cost Los Angeles about $125 million in settlements, prompting a federal consent decree. That scandal’s reform push now frames the October 2026 arrest of Lauderhill Officer Brian Louis Sguros, accused of seizing a $500,000 home after a 2022 welfare check, and may spur tighter Florida oversight.
