History

Historical Context

The 2002 Soham murders by school caretaker Ian Huntley, whose December 2003 conviction followed a failed vetting that missed over 2,300 abuse complaints, triggered a national review. The 2004 Bichard inquiry and 2006 Safeguarding Vulnerable Groups Act required CRB checks for anyone working with vulnerable adults. South Wales Police’s 2024 arrest of a 61-year-old Bridgend man in the Eleanor Barnfield care-home death reflects those reforms.
