History

Historical Context

In 1902, Oregon adopted the initiative and referendum system, granting citizens direct power to place statutes and constitutional amendments on statewide ballots. The Oregon Secretary of State records more than 1,200 initiatives since that year, and the 2022 election alone featured 45 measures, a decade-high. Today, the National Conference of State Legislatures reports 140 measures in 40 states, six voter-ID initiatives and abortion votes in Idaho, Nevada, Missouri, and Virginia. That legacy suggests expanding ballot activism will pressure legislatures, potentially reshaping policy outcomes and prompting legal challenges across the nation.
