History

Historical Context

In August 2009 Typhoon Morakot dumped a record 2,777 mm of rain on southern Taiwan, killing about 755 people and prompting a NT$110 billion reconstruction plan. The disaster led the Central Weather Administration to overhaul early-warning and aviation contingency procedures. When Typhoon Champi approached in October 2024, President Lai Ching-te activated those warnings, and Japan Airlines and ANA canceled more than 100 flights for 11,000 passengers.
