Final Report Submitted to Chief Executive

On October 22, 2026, the judge-led independent committee filed its 627-page final report with Chief Executive John Lee. The panel, chaired by Judge David Lok, also included lawmaker and Executive Councillor Chan Kin-por and Hospital Authority member Rex Auyeung. The government announced it will study the findings, seek legal opinions, and publish a redacted version of the report as early as next week.

Fire Background and Investigation

The blaze erupted in late November 2025 at the government-subsidised Wang Fuk Court housing estate in Tai Po, engulfing seven buildings undergoing large-scale renovation. The fire killed 168 people and displaced over 4,600 residents. Over four months, the committee held 30 hearings, summoning contractors, residents, and civil servants. Senior maintenance surveyor Andy Ku of the Housing Bureau’s Independent Checking Unit (ICU) testified on May 6, 2026.

Official Statements and Government Response

Chief Executive John Lee ordered the committee’s creation days after the fire, describing the government’s “unshirkable responsibility.” A government spokesperson later urged the public to separate the “direct cause” of the incident from the authorities’ “regulatory responsibilities,” asserting that renovation contractors and professionals “deliberately cheated” the government. The administration said it will consult legal opinions before releasing the redacted report and will announce comprehensive reforms and any disciplinary action.

Findings, Accountability and Criticism

The committee’s report places primary blame on Prestige Construction & Engineering (main contractor) and Will Power Architects (consultancy). It also identifies four departments for neglect: the Housing Bureau’s ICU, the Fire Services Department, the Buildings Department, and the Labour Department, with the ICU bearing the greatest responsibility. Senior Counsel Victor Dawes, representing the committee, reiterated that the government bears “unshirkable responsibility” for the tragedy.

What’s Next

A redacted version of the report is expected to be released to the public within the coming week. The government has pledged to announce reform plans and any disciplinary measures shortly thereafter, while speculation persists that no minister will be dismissed before the administration’s term ends in six months.
