Historical Context

After the 2000 Florida recount exposed ballot flaws, Congress passed the Help America Vote Act, signed by President George W. Bush on October 29 2002, mandating new voting machines and ID rules. By 2006, only 124 counties still used punched-card systems, down from 566 in 2000. Building on that reform, Michigan, Wisconsin and Kansas opened in-person voting windows on October 24 2026, drawing thousands of voters.
