History

Historical Context

In February 1999 Maharashtra enacted the Control of Organised Crime Act, the first Indian state law giving police up to 180 days detention and wire-surveillance powers, initially applied to Dawood Ibrahim’s network. The act’s model spurred similar statutes across states and a 2002 extension to Delhi, prompting today’s Lucknow Police and Madhya Pradesh investigators to invoke comparable provisions.
