History

Historical Context

The 2008 Mumbai attacks, which unfolded on November 26-29, 2008, shocked India and the United States, killing 166 people and prompting a global counter-terrorism response. In 2009, Prime Minister Manmohan Singh and U.S. Secretary of State Condoleezza Rice signed a bilateral counter-terrorism pact allocating $1 billion for joint security projects. Rubio’s 2026 meeting with External Affairs Minister S. Jaishankar in Mumbai mirrors that cooperation, as they laid a wreath at the Taj Mahal Palace’s 26/11 memorial. This continuity reinforces a strategic U.S.–India partnership, shaping future trade accords like the pending pact involving Reliance Industries and signaling deeper Gulf engagement.
