U.S. Ambassador Huckabee Flags Staffing Gaps for Gaza Reconstruction Plan

By Drooid · · How we work

Ambassador’s Concerns Over the Board of Peace’s Capacity

Mike Huckabee, U.S. ambassador to Israel, sent a “sensitive but unclassified” cable to State Department leaders warning that the Jerusalem embassy and the International Gaza Support Center (IGSC) may lack the personnel, funding and logistics needed to execute President Donald Trump’s Gaza-reconstruction agenda. He questioned how the transition from Department of Defense troops to civilian staff would affect critical IGSC workstreams and intelligence sharing with the Israeli military.

“Embassy Jerusalem is not currently staffed to assume these roles, but can be if it has an idea of the human, financial and logistical resources that will be needed,” — Israel Mike Huckabee

“How will roles and responsibilities shift to State and the BoP as DoW reduces its presence?” — Israel Mike Huckabee

“How will we keep critical IGSC workstreams running and what conditions should be met before this transition begins?” — Israel Mike Huckabee

Board of Peace’s Response

The Board of Peace (BoP) said it was unaware of the cable but expressed confidence in its preparations. In a statement the organization highlighted “highly detailed plans” for humanitarian aid, security, governance, rule of law, infrastructure development and reconstruction in Gaza, asserting that its capacities and systems are “strong and ready for implementation.”

Nikolay Mladenov on Ceasefire Imperfections and the NCAG

He condemned Israel’s decision to block commercial goods from Gaza, calling the practice “unacceptable” and urging its immediate end. Mladenov argued that these conditions make the rapid deployment of the National Committee for the Administration of Gaza (NCAG), supported by the International Stabilization Force (ISF), “urgently needed.” He added that the NCAG is prepared to govern and protect once coercion is removed and conditions are right.

Official Statements & Responses

The United States signaled its intent to press foreign donors to contribute “their fair share” to humanitarian needs, as noted in Huckabee’s cable. Meanwhile, the BoP reiterated its readiness to implement the Trump-signed resolution presented on February 19 during the inaugural Board meeting at the U.S. Institute of Peace. Mladenov’s public remarks underscore the ongoing humanitarian challenges and the need for coordinated assistance aligned with NCAG priorities to avoid setbacks in Gaza’s reconstruction.
