History

Historical Context

In 1979 the Janata government formed the Mandal Commission, whose 1980 report advised a 27 % OBC reservation, lifting total quotas to roughly 49.5 % of jobs. V. P. Singh announced implementation in August 1990; the Supreme Court upheld it in November 1992. Tamil Nadu’s 69 % state quota and a 12 % rise in school complaints in 1995 fueled tensions that echo in the 2024 Peelamedu suicide case, prompting stricter SC/ST Act enforcement.
