Kerala’s Special Summary Revision 2027 and Nationwide Roll-Revision Controversies

By Drooid · · How we work

Core Event – Kerala’s SSR Draft and Final Roll Schedule

Kollam District Collector and District Election Officer Anie Jula Thomas announced that the draft electoral roll for the Special Summary Revision (SSR) 2027 will be published on November 12. The final voters’ list is slated for release on January 4 2027. The roll uses January 1 2027 as the qualifying date for enrolment and removal of ineligible names. Parties may file objections from November 12 to December 11, with all issues to be resolved by December 28.

Background & Context – Prior Special Intensive Revision and LDF Protest

The SSR follows a Special Intensive Revision (SIR) that began with a roll freeze on October 27 2025 (2,78,50,855 voters). The draft SIR list published on December 23 2025 showed 2,54,42,352 voters, a reduction of 24,08,503. After a re-enrolment window, the final SIR list released on February 21 2026 recorded 2,69,53,644 voters, still 8,97,211 fewer than in October 2025. An update on March 24 2026 brought the count to 2,71,42,952.

On October 23, LDF representatives walked out of an all-party meeting convened by Chief Electoral Officer D. Sajith Babu, demanding reinstatement of voters excluded after the SIR. CPI(M) leader M.V. Jayarajan and CPI leader Sathyan Mokeri said they sought restoration of 24.08 lakh voters omitted in the draft SIR list.

Official Statements & Responses

  • D. Sajith Babu told LDF leaders he would convey their demand for reinstatement to the Election Commission of India.
  • A senior Delhi election official noted that any Form 7 objection not published “cannot be acted upon” under the ECI manual.

Criticism & Opposition

The LDF’s walkout highlighted concerns that thousands of eligible voters remained excluded after the SIR. M.V. Jayarajan said, “The CEO expressed his helplessness. We have asked the CEO to convey the demand to the Election Commission of India (ECI).”

Conflicting Reports & Gaps

  • Kerala exclusion figures: LDF cites 24.08 lakh excluded voters; officials point to a final SIR gap of 8.97 lakh.
  • Delhi Form 7 disclosures: About one-third of deletion applications lack public listing, obscuring objector identity and reason.
  • West Bengal appeal data: Tribunal lists do not record religion or caste; estimates rely on name-based classifiers, creating uncertainty about bias.
