Yogi Adityanath Uses Pop-Culture Metaphors to Call for Faster, More Accountable Governance

Highlighting Administrative Delays Through TV and Film References

Uttar Pradesh Chief Minister Yogi Adityanath opened a two-day Northern Regional Workshop of Mission Karmayogi by invoking the satirical television series *Office Office* and the film line “tarikh pe tarikh.” He argued that citizens who must chase multiple offices for routine tasks—such as pension claims—experience helplessness that erodes confidence in public institutions. The minister linked these cultural touchstones to a broader pattern of “delays and negligence” across government departments.

Capacity-Building Initiative and Training Scale

Adityanath emphasized that merely issuing degrees or appointment letters does not guarantee competence. He called for a systematic link between officials’ capacity-building, performance records, and promotions. According to the chief minister, 19.26 lakh Uttar Pradesh government employees are registered on the iGOT Karmayogi portal and have collectively completed nearly four crore training courses. Over 334 training institutions are connected to the Unnati portal, and the Capacity Building Commission is urged to partner with the Dr Ram Manohar Lohia Uttar Pradesh Academy of Administration and Management (RUPAM) to create an AI Centre of Excellence for public-service training.

Success Stories Cited by the Chief Minister

Adityanath pointed to the state’s handling of encephalitis, a disease that claimed 50,000-60,000 children over four decades. He claimed that a coordinated, multi-departmental approach introduced after 2017 reduced encephalitis-related deaths to zero within two years. He also referenced a road-widening project where engineers raised the road level by nearly three metres, forcing demolition and reconstruction to restore the original design.

Expected Impact on Service Delivery

The minister asserted that AI, data analytics, and digital technologies are reshaping governance, making it essential for civil servants to acquire relevant skills. He maintained that technology can accelerate procedures and improve decision-making, but only a “spirit of service” will ensure citizen-centric administration. Strengthening capacity at the gram panchayat, nagar panchayat, municipal council, and municipal corporation levels was presented as crucial for delivering schemes to the “last person.”

Forward Outlook

Adityanath urged the Capacity Building Commission to continue collaborating with RUPAM and to expand AI-focused training across the state’s local bodies. He positioned Mission Karmayogi—launched under the guidance of Prime Minister Narendra Modi—as a long-term effort to transform the work culture of public services through continuous capacity development.
