Humanitarian Movement Restrictions

Israeli forces imposed citywide closures and evacuated residents in Hebron, West Bank, on Saturday after Palestinian gunmen killed two Israeli soldiers.
The closures drastically restricted Palestinians’ movement, access to services and livelihoods, prompting U.N. Secretary-General Antonio Guterres to voice concern over civilian hardship.
Roadblocks sealed Hebron’s entrances while troops demolished structures, restricting exits to checkpoints.
Barriers blocked Madama’s four entrances, affecting 2,500 residents; schools shifted to remote learning, lengthening travel.

History

Historical Context

Operation Defensive Shield, launched on March 29 2002 during the Second Intifada, saw Israeli forces seal Hebron’s main entrances and impose curfews on roughly 30,000 residents, drawing UN and Palestinian Authority condemnation. Today’s citywide closures and home evacuations repeat that 2002 model, reviving international criticism of Israel’s tactics and raising diplomatic pressure.
