New Chief Secretary for Jammu and Kashmir
The Union Ministry of Home Affairs issued an order on October 24 2026 transferring Dr Sajjan Singh Yadav, a 1995-batch Indian Administrative Service (IAS) officer of the AGMUT cadre, to the Union Territory of Jammu and Kashmir. The order states that Yadav will assume the post of chief secretary on November 1 2026, or on the date he takes charge, whichever is later. He succeeds Atal Dulloo, the 1989-batch IAS officer who is scheduled to retire on October 31 2026.
Professional profile of Dr Sajjan Singh Yadav
Yadav has more than three decades of service in both Delhi’s administration and the central government. Since June 9 2026 he has been the Additional Chief Secretary and Chief Executive Officer of the Delhi Jal Board, according to details on The Secretariat. His previous assignments include senior roles in the Union Finance Ministry’s Department of Expenditure, the Ministry of Urban Development, and as Commissioner of Trade and Taxes. The appointment announcement lists his academic credentials as an M.P.A. in Public Policy from the Hubert Humphrey School of Public Policy, an M.B.A. in Finance from Delhi University, and an M.P.A. in Economics from Harvard University.
Transition from Atal Dulloo
Atal Dulloo took office as chief secretary on December 1 2023 and has overseen departments ranging from health and family welfare to finance and agriculture. His tenure is set to conclude on October 31 2026, ending a period marked by continued implementation of centrally sponsored schemes in the Union Territory. The Ministry’s order confirms that Dulloo will retire on that date, clearing the way for Yadav’s appointment.
Administrative context and expected role
The chief secretary is the senior-most civil servant in Jammu and Kashmir, responsible for coordinating departmental functions, monitoring development projects, and ensuring policy implementation. Yadav’s experience in urban development, public finance, and utility management is expected to support the administration’s focus on economic growth, infrastructure expansion, tourism promotion, and employment generation in the region. His transfer marks the first time an AGMUT-cadre officer has held the chief secretary position in Jammu and Kashmir.
