Google’s “Project Zodiac” Faces Wetland Controversy in Fort Wayne, Indiana

By Drooid · · How we work

Core Event: Proposed Wetland Fill for Data-Center Expansion

Hatchworks LLC, a developer contracted by Google, has filed an application with the Indiana Department of Environmental Management to purchase 4.26 acres of forested wetland on the outskirts of Fort Wayne. The plan calls for paving roughly 2.13 acres to accommodate three new buildings, a network of wastewater pipes, and electrical infrastructure as part of the third phase of the $2 billion “Project Zodiac” hyperscale data-center campus.

Environmental Impact & Mitigation Plan

The targeted wetlands lie within a federally protected floodplain that naturally absorbs rainwater, reduces downstream flooding, and supports diverse plant and animal life. According to the filing, the development would affect about nine acres of wetland. To offset this, Hatchworks proposes providing more than 18 acres of mitigation credits, aiming for a 2-to-1 net gain in conserved and restored wetlands across Allen County and the broader state of Indiana.

Official Statements & Responses

A Google spokesperson emphasized that environmental stewardship guides the campus design, noting that the layout avoids more than 75 percent of regulated wetlands and preserves over 32 acres of high-quality forested land on the property. The company’s filing also acknowledges that completely avoiding water resources was deemed infeasible given the required building dimensions.

Regulatory Process and Timeline

The application will be reviewed in a virtual public hearing before any construction proceeds. Developers have indicated an anticipated start date of September 14 (scheduled). Previous phases of the Google campus have already been completed in the area, suggesting that state officials may be inclined to allow the project to move forward, though local opposition could influence the outcome.

Context: Data-Center Growth and Local Concerns

“Project Zodiac” represents a major expansion of Google’s data-center footprint in the Midwest. While the company highlights economic benefits and technological capacity, critics argue that converting protected floodplain wetlands for commercial use threatens regional flood mitigation and biodiversity. The upcoming hearing will determine whether the proposed mitigation measures satisfy regulatory standards and public expectations.
