History

Historical Context

On August 1 1966, former Marine Charles Whitman opened fire from the University of Texas tower, killing 15 people and wounding 31 over 96 minutes. The siege forced the Austin Police Department to develop sniper-response tactics that later inspired SWAT teams and campus-police legislation in 1967. Today, Tallahassee Police’s violent-crimes unit applies those evolved protocols to recent campus shootings near Florida A&M and Florida State.
