History

Historical Context

In 1994, the United States launched the multinational Operation Uphold Democracy, deploying roughly 20,000 troops to restore President Jean-Bertrand Aristide’s government in Haiti. The intervention cost about $1.5 billion, and the U.S. Southern Command coordinated with the United Nations Stabilization Mission (MINUSTAH) deploying 2,500 peacekeepers. Today, Salvadoran special-forces troops and aviation technicians face a similar security operational vacuum in Port-au-Prince, echoing the 1994 foreign-force challenges. The recurring kidnappings underscore Haiti’s fragile governance, prompting regional powers to reassess deployment strategies and prioritize urgent diplomatic stabilization.
