History

Historical Context

On September 4 1995 three U.S. servicemen abducted and raped a 12-year-old girl in Okinawa, prompting Governor Masahide Ota to lead an 85,000-person protest against the U.S.–Japan Status of Forces Agreement. The outrage forced President Bill Clinton and Prime Minister Ryutaro Hashimoto to discuss SOFA revisions. Today, the indictment of Marine Lance Corporal Devin Jacob Ballard revives those demands for tighter base rules.
