Ukrainian Drone Strikes Hit Belgorod and Perm Regions

Casualties and Material Damage

Overnight drone attacks in the Russian Belgorod region resulted in three civilian deaths and fourteen injuries, according to Belgorod regional governor Alexander Shuvayev. Two people were killed and thirteen injured in the city of Belgorod, while a separate village near the town of Shebekino saw one death and one injury. Shuvayev said the attacks damaged 30 apartment blocks, 35 cars, four houses, three administrative buildings, eight commercial premises and three social facilities. In the Perm region, a drone strike damaged an industrial facility and injured five workers, as reported by Perm governor Dmitry Makhonin.

Official Responses from Regional Governors and Defense Ministry

Governor Shuvayev described the Belgorod damage in a public statement and confirmed that emergency services responded to the affected sites. Governor Makhonin likewise reported that injured workers received medical assistance after the Perm incident. The Russian Defense Ministry announced that its own drones had struck a cargo vessel bound for the Black Sea port of Chornomorsk, alleging the vessel was supplying the Ukrainian army, and said Russian forces also hit logistics sites in Kharkiv. Reuters noted that the ministry’s claims could not be independently verified.

Context of Ongoing Cross-Border Attacks

Belgorod lies roughly 34 km (21 mi) from the Ukrainian border and about 70 km (43 mi) from Kharkiv, making it a frequent target of Ukrainian strikes. Prior attacks in the region have focused on energy infrastructure and logistics warehouses, including facilities owned by Russian retailer Ozon. Ukrainian officials indicated that a restored “Starshield” communications system had recently enhanced coordination of drone operations.

Potential Implications

The latest strikes underscore the capacity of Ukrainian drone forces to reach deep into Russian territory, prompting Russian authorities to highlight retaliatory actions against perceived Ukrainian supply lines. The reported damage to residential and commercial structures raises concerns about civilian safety in border oblasts, while the unverified Russian claims of counter-strikes illustrate the information contestation that accompanies the conflict.
