History

Historical Context

The 1999 Macpherson Report, commissioned after the 1993 murder of Stephen Lawrence, concluded the Metropolitan Police exhibited institutional racism. Sir William Macpherson’s findings cited that roughly 70 % of officers held biased attitudes, prompting the Home Office to allocate £2 million for reform. Today's Plymouth police investigation, led by Detective Inspector Chris Lithgow, mirrors that legacy by deploying extensive CCTV analysis, a Major Incident portal, and Crimestoppers tips. The precedent urges authorities to maintain transparent communication, ensuring community trust while preventing investigative prejudice amid high-profile murder cases.
