History

Historical Context

On 5 December 1994 the United States, United Kingdom and Russia signed the Budapest Memorandum, granting Ukraine security assurances after it surrendered about 1,800 Soviet-origin warheads. Russia breached those assurances with the 2014 Crimea annexation and the 2022 invasion. Today, Russian diplomat Yuri Ushakov urges renewed trilateral talks with U.S. envoy Steve Witkoff, echoing the memorandum’s consultation clause.
