Historical Context

The 13 March 1996 Dunblane school massacre, in which Thomas Hamilton killed 16 children with four handguns and 743 cartridges, prompted the Cullen Report and led Parliament to pass the Firearms (Amendment) Act 1997 and its No 2 counterpart, banning private handguns. Investigators applied that post-Dunblane framework to the October 2026 Angel Row bus-stop shooting.
