Stabbing Incident and Legal Claim

On July 1 2020, police officer Lui Chun-kit was attacked while conducting crowd control in Causeway Bay. A protester stabbed Lui in the left shoulder and elbow, causing multiple muscle tears that required surgery. Lui has now filed a claim in the Wan Chai District Court seeking at least HK$220,000 in damages for pain, loss of income, and the alleged permanent reduction in earning capacity and promotion prospects.

Context of the 2020 Protest

The assault occurred during a large gathering organized by the Civil Human Rights Front to oppose Beijing’s newly enacted national security law for Hong Kong. Demonstrators occupied main roads in Causeway Bay and ignored police orders to disperse, leading to a volatile confrontation in which officers, including Lui, were deployed to an unlawful assembly.

Court Proceedings and Official Remarks

Defendant Wong Kwan-wa, who did not appear in court, had previously pleaded guilty in 2022 to rioting and wounding with intent to cause grievous bodily harm, receiving a five-year prison sentence. During testimony, Lui described experiencing a sharp, piercing pain in his shoulder and a subsequent loss of arm control. Judge Phyllis Loh questioned why Lui’s legal team introduced additional compensation clauses three years after the case began and noted the reduction of the claim from an earlier figure near HK$1 million to the current HK$220,000, suggesting possible exaggeration. The judge is expected to deliver a ruling within three months.

Injuries, Treatment, and Compensation Claim

Lui underwent surgery and completed 15 physiotherapy sessions by September 2020, yet continued to suffer limited shoulder mobility and reported flashbacks when passing near the attack site on Causeway Road. He remained in the Police Tactical Unit at the time of the incident and was slated for transfer to the Emergency Unit later that year; he now works in the police’s public-relations department, describing the shift to clerical duties as a professional letdown.

Future Outlook

The pending judgment will determine whether the court awards the HK$220,000 sought by Lui and may set a precedent for compensation claims by officers injured during the 2019-2020 protest period.
