History

Historical Context

In 1995, Kolkata Police publicly forced three suspected thieves to walk barefoot in their underwear for 100 metres after a court-ordered reconstruction, sparking nationwide outrage. The incident involved Commissioner Pradip Kumar, who later reported that 2,500 citizens gathered, and the state government allocated INR2 million for victim compensation. That precedent mirrors Behala assault, where police stripped accused men, prompting West Bengal minister Agnimitra Paul and leader Ghanshree Bag to condemn the “naked-parade” attack. The 1995 backlash led to the 1996 Supreme Court ruling mandating humane treatment of detainees, shaping current legal expectations for police conduct.
