History

Historical Context

The federal Child Abuse Prevention and Treatment Act, first passed in 1974 and strengthened by the 1994 Human Services amendments, required every state—including Florida’s Department of Children and Families—to adopt mandatory-reporting rules that all 50 states had in place by 1970. Sheriff Chris Blackmon’s 2023 neglect charges against Irene Miller rely on those CAPTA-based statutes, illustrating the law’s lasting enforcement impact.
