History

Historical Context

Repeated breakouts at Delhi’s Tihar prison—Charles Sobhraj’s 1986 party-escape, Sher Singh Rana’s 2004 flight, and a 2015 tunnel breach—have underscored chronic security flaws. Overcrowding worsened the risk, with 14,059 inmates housed in a facility built for 5,200 by 2023. Reforms introduced by IPS officer Kiran Bedi in the early 2000s aimed to tighten monitoring, a model echoed in today’s Tamil Nadu jailbreak debate.
