History

Historical Context

The 1999 Odisha Super Cyclone, which struck the Indian coast on October 29 1999, devastated over 20 million people and killed roughly 10,000. The Indian government, led by Prime Minister Atal Bihari Vajpayee, allocated INR5,000 crore for emergency relief, while the Indian Red Cross Society dispatched 2,000 volunteers to affected districts. Similarly, South Central Railway halted six express services and Andhra Pradesh earmarked INR27 crore for 20 districts as Cyclone Arnab approaches the Visakhapatnam coast. These parallels underscore India's evolving disaster-management framework, prompting stricter coastal rail protocols and expanded shelter networks to mitigate future cyclone impacts.
