History

Historical Context

The 1962 Cuban Missile Crisis saw President John F. Kennedy impose a naval quarantine that forced Soviet missiles off the island, establishing a precedent for U.S. sea-based pressure. Decades later, the 1994 rafter exodus—over 35,000 Cubans fled in five weeks—prompted the U.S. to intercept migrants at Guantanamo. Today, Secretary Marco Rubio’s call for Cubans to contact the CIA and the deployment of USS Nimitz echo that blockade strategy.
