Historical Context
  • The Dayton Accords, negotiated by U.S. envoy Richard Holbrooke after intensive Contact Group pressure, were signed 21 November 1995 in Dayton, Ohio and formally re-signed in Paris on 14 December 1995. The agreement ended the three-and-a-half-year Bosnian War, created a single Bosnian state divided into two entities, and prompted NATO’s 60,000-strong IFOR deployment, overseen by about 800 staff.
