Historical Context
  • On 5 December 1994 Ukraine, Russia and four signatories signed the Budapest Memorandum, promising to respect Ukraine’s sovereignty after it gave up its Soviet nuclear arsenal. Russia’s 2014 annexation of Crimea and 2022 invasion violated those assurances, leading to Western aid and sanctions. The 27 October 2026 call by Finland’s Stubb, Norway’s Støre and Putin again invokes the memorandum’s framework.
