History

The U.S. trade embargo began in 1960 when President Eisenhower halted Cuban oil and sugar shipments, triggering a 95 % cut in Cuba’s sugar quota. Kennedy’s 1963 Cuban Assets Control Regulations and the 1992 Cuban Democracy Act later tightened restrictions, which the Treasury’s OFAC still enforces.
